Disease Control Plan, Taichung Women’s Prison, Agency of Corrections, Ministry of Justice

  1. Introduction: According to the “Regulations Governing the Long-term Care in Corrections Agencies (Institutions) and Sites Inspection and Implementation of Disease Control Measures” the disease control plan of our prison is made.
  2. Organization and duties:
    1. Establishment of a committee: Director: Deputy Superintendent; Deputy Director: Deputy Secretary-General; committee members: section chiefs. A Disease Control Unit is formed under the committee members, with the staff of the Sanitation and Health Section as members and nurses as exclusive personnel.
    2. Duties of the committee
      (1) Making and supervising approved disease control policies and measures
      (2) Inspecting cleaning and disinfection standard procedures and evaluating environmental hygiene and safety requirements standards.
    3. Duties of Disease Infection Control Unit.
      (1) Consolidating disease infection control policies or measures and disease control education training
      (2) Making SOPs for cleaning and disinfection
      (3) Associating closely with hospitals and clinics to solve infection problems together
      (4) Collaborating with national medical healthcare policies to report certifiable diseases and new infection syndromes.
    4. The committee should convene a conference once a year. When necessary, provisional meetings should also be held.
  3. Education training and health education:
    1. Exclusive personnel should take at least 20 hours of infection control courses and 8 hours of regular courses, every year. In-service personnel should take 4 hours of disease control courses every year. New recruits should complete 4 hours of courses within 1 month of taking the office. All certificates of training should be kept for inspection.
    2. All personnel in the prision should be arranged to take disease control and prevention courses, including the prevention of sexually transmitted diseases and tuberculosis infection, promotion of respiratory tract hygiene and conducting hands hygiene, the prevention of commonly seen epidemic diseases, and more.
    3. Make SOPs for infection control in the prison: There are educational training plans for staff infection control, epidemic disease report, visitors’ management zone, handling of suspicious epidemic diseases, prevention, handling and quaratine measures for epidemic diseases.
  4. Epidemic diesase monitoring and report: 
    1. “Densely Populated Institutions Epidemic Disease Monitoring Operation Report” is conducted weekly.
    2. If 10 persons (inclusive) or more are infected, other than reporting to the health agencies, a major event report form should be filled in and faxed to the Agency of Correction.
    3. When epidemic diseases break out, corresponding responses and procedures should be taken according to the epidemic level announced by the Epidemic Disease Command Center of the central government. Investigations should be taken in collaboration with the health authorities.
