Rehabilitation

  1. Individual Rehabilitation : A counselor gives a face-to-face counseling and guidance to an inmate with a friendly and caring attitude; a proper timing for counseling should be particularly emphasized to those inmates who are ill, or better behaved, or have no visit from their family, relatives or friends for a long time.
  2. Classified Rehabilitation : According to the classification result and crimes of inmates, with focus on their personalities, classified education should be offered. Each counselor of classified education gives a course once a week.
  3. Collective Rehabilitation : A counselor conducts collective education. He would explain the Amendments of Criminal Codes, payment of fines instead of imprisonment, and other policies, and arrange for education volunteers or social volunteers to go to all prisons to help out with collective education explaining Domestic Violence Prevention Laws which could protect women.
  4. Religious Rehabilitation : Based on respect for inmates' religions, places for Buddhists and Christians to worship are to be set up. The clergy men/women of Buddhism, Protestantism, Catholicism and others are allowed to hold religious activities in prisons irregularly such as for conversion or the baptism ceremonies of Buddhism or Christianity for the purpose of purifying and resettling inmates’ minds as well as encouraging their good human nature.
  5. Volunteer counseling system : In cooperation with a volunteer counseling system for secondary new life protection, additional counseling is offered to special cases or to those inmates who are going to finish their imprisonment within 6 months. Counseling is given by detention volunteers, after-care advisers and educational assistants who are used to taking counseling training courses. They help inmates prepare to re-enter the society.

Education

  1. According to the educational levels of inmates, they are placed in primary, advanced or training courses; counselors take charge of these courses.
  2. For the purpose of educating inmates in aspects of ethics, social and legal life, educational volunteers and social volunteers give talks on Criminal Codes, Consumers Protection Laws, National Compensation Act, Law for the Control of Narcotics and other laws so that inmates have more understanding. Then they can be good citizens who know about laws and live by the rule of law.

  3. Handling all kinds of accomplishment courses as well as study groups

Improving library equipment

  1. To enrich the library in the prison, we actively contact with After-Care Association in Taichung, After-Care Fellowship in Taichung, Tzu Chi Foundation, Merit Times, Living Psychology Publisher, Better Life Monthly, and other publicly concerned citizens so that they can donate all kinds of books for our prisoners.
  2. Building an environment with a reading atmosphere so that inmates can be encouraged to write and publish their articles. More importantly, it helps them to reform themselves spiritually.

Opening a child-care course

  1. Female prisoners can bring in their babies. Though they can take care of baby's living, they cannot offer ordinary learning during growing days. But a proverb says that children even younger than three years old learn things from adults. So, children themselves are entirely innocent and should grow up in a proper environment.
  2. Caring about infancy, the best time of learning for inmates' children, our prison also bought puzzles, blocks, children's printed books and all kinds of video and audio books. Inmates can borrow the materials for their children. In addition, our prison invites 'Christianity Missionary Sisters of Providence,' 'Buddha's Light International Association,’ 'Taichung Guangyin Line,' and other groups to give instructions or courses in nursing.

Other facilities

  1. All workshops are equipped with a TV set with cable TV programs or educational or promotional films for educational purposes.
  2. In all educational blocks, there should be one conference on living held in each workshop quarterly; meantime, we listen to the opinions of inmates in order to achieve mutual communication. We hope to take care of each inmate's life.

Progressive corrective measures and parole

  1. Based on the Criminal Code, Law of Execution in Prison, Statute of Progressive Execution of Penalty and Enforcement Rules for Statute of Progressive Execution of Penalty, we cautiously handle cases of progressive execution of penalty and parole for encouragement, confession and correction so as to achieve a educational function. Inmates’parole cases should be judged by the Screening Committee on Paroles. In the committee, scholars, experts and citizens without criminal records are the members. Thus we can keep confidentiality, fairness, justice so as to realize the purpose and meaning of parole. To build up a sound parole system, our prison is very stringent and cautious in the election of non-committee members and consideration of parole reports.
  2. The selection of irregular committee members covering the fields of education, psychological treatment, detention, after care, laws, police administration, etc. allows a plural evaluation. Especially female members are also elected and supported by many people. At present, among 8 irregular committee members, there are 4 females, thus making up one third of the whole committee.
  3. Concerning employments, contracts and meetings of the members of the parole-screening committee, we follow the regulations of ‘Guidelines for the Establishment of the Parole Committee Board of the Prisons under the Ministry of Justice.’
  4. When counsels of all educational blocks fill out each column in a parole report, they must be honest to report the real conditions of inmates. A counselor handles a parole case and the relevant matters; he/she has to follow our prison’s administration system.
  5. Cases concerning a parole application and including cases of over 10 years imprisonment should be have attached a copy of the ‘main chapter’ and ‘fact’ in the final decision of judgment.

Rehabilitation operation and its cooperation with social resources

  1. At present the rehabilitation institution promotes cooperation with social resources. Thus its counseling system mainly relies on clinical psychologists and social workers.
  2. In cooperation, the After-Care Fellowship, After-Care Association, Stop Over, Life Line, Department of Social Welfare and other private benevolent societies come to the rehabilitation institution to give courses and counseling to those inmates for rehabilitation and other matters concerning their resettlement after leaving the rehabilitation institution.
